Project COPE

The Peak Military Care Network (PMCN) assists active duty service members, veterans, Reservists, National Guard members and their families in the Pikes Peak region.  Project COPE is a program of Colorado Springs Utilities (CSU) Foundation which provides utilities payment assistance to customers of CSU.  PMCN is a Project COPE partner agency and can assist service members, veterans and families who are eligible CSU customers.

To be eligible for Project COPE through the Peak Military Care Network, you must meet the following criteria:

  • Be a current CSU customer;
  • Currently serve or have formerly served in the armed forces or be a family member
    of a current or former member of the armed forces;
  • Experience an emergency situation;
  • Have a past-due balance on your utility bill;
  • Be currently living in the residence of the CSU billing address;
  • Have a plan to pay the utility bill in the future;
  • Between November 1 and April 30, all eligible customers must apply for the Low
    income Energy Assistance Program (LEAP). If you qualify for LEAP assistance, you
    must be approved before requesting additional assistance from Project COPE. If LEAP
    assistance is no longer available, or you do not qualify for LEAP, you may apply for
    Project COPE assistance;
  • The customer cannot have received Project COPE assistance in the past year.

If you meet the criteria listed above, please contact PMCN program staff to schedule an appointment (our office is located at 1257 Lake Plaza Drive, Suite 220, Colorado Springs, CO 80906) in order to provide the needed documentation.

The following documentation is needed:

  • Completed COPE application (application can be emailed to you to be completed in advance or at the appointment)
  • Driver’s license or state identification card
  • Proof of military/veteran status (DD-214 or military identification card or VA identification card)
  • Most recent CSU bill which corresponds to the name on the identification card***
  • Colorado Springs Utilities Past Balance Due/Shut-off Notice
  • Lease or proof of residence associated with the CSU bill and which corresponds to the name on the identification card***
  • Income verification for past month (pay stubs, disability statements, SSDI, bank statements, etc.)
  • Verification of circumstances (documentation of the situation that has caused you/your family needing assistance, for example medical bills, prescriptions, car repairs, or other expenses)

***Individuals do not have to be the CSU customer listed on the CSU bill, but must show proof of living at the CSU billing address in order to be considered for assistance (e.g., the bill may be in spouse’s name, etc.).
